**Scaled Cognition** is an American artificial intelligence company, based in Mountain View, California, that develops AI models and software for enterprise customer-service [AI agents](https://aiwiki.ai/wiki/ai_agents).[1] Its models, called APT (Agentic Pretrained Transformer), are trained to predict the actions an agent should take in a conversation, such as processing an insurance claim or issuing a refund, and to take them in line with an enterprise's policies and instructions.[2] The company was co-founded by chief executive Dan Roth and chief technology officer Dan Klein, a professor at the [University of California, Berkeley](https://aiwiki.ai/wiki/uc_berkeley). Roth and Klein had earlier built the conversational AI company Semantic Machines, which [Microsoft](https://aiwiki.ai/wiki/microsoft) acquired in 2018.[2][3] Its website also lists chief financial officer Damon Pender as a co-founder.[4]

Scaled Cognition says its $21 million seed round, led by [Khosla Ventures](https://aiwiki.ai/wiki/khosla_ventures), closed in 2023.[5] It launched publicly in February 2025 with APT-1, which it said outperformed existing foundation models on the [τ-bench](https://aiwiki.ai/wiki/tau-bench) and ComplexFuncBench agent benchmarks.[2] In October 2025 the contact-center software company Genesys invested in Scaled Cognition and agreed to pair its models with the Genesys Cloud platform for virtual agents.[6] In June 2026 the company announced a $100 million Series A round led by Khosla Ventures, which The Wall Street Journal reported valued it at $750 million.[7]

## History

### Founders and Semantic Machines

Roth and Klein previously built Semantic Machines, a conversational AI company based in Berkeley, California. Microsoft announced that it had acquired the company on May 20, 2018, saying it was led by people including technology entrepreneur Dan Roth, UC Berkeley professor Dan Klein, Stanford professor [Percy Liang](https://aiwiki.ai/wiki/percy_liang) and former Apple chief speech scientist Larry Gillick. Microsoft said it would use the acquisition to establish a conversational AI center of excellence in Berkeley.[3] Semantic Machines' research included a 2020 paper in Transactions of the Association for Computational Linguistics, credited to Semantic Machines and a long author list that included Klein, Roth and Liang. It represented dialogue state as a dataflow graph and introduced SMCalFlow, a dataset of dialogues about events, weather, places and people.[9]

After the acquisition, Roth became Microsoft's corporate vice president of conversational AI, and Klein served as a Microsoft Technical Fellow for AI and natural language processing, according to Roth.[2] Roth has written that Scaled Cognition is the fourth company he has co-founded; his company biography lists Voice Signal Technologies (acquired by Nuance), Shaser BioScience (acquired by Spectrum Brands) and Semantic Machines as earlier companies.[2] The venture firm Lerer Hippeau and Scaled Cognition's own materials say that Roth, Klein and Pender founded Semantic Machines together.[10][11]

Klein is a professor in UC Berkeley's computer science division, where his research group is the Berkeley [Natural Language Processing](https://aiwiki.ai/wiki/natural_language_processing) Group. He holds MS and PhD degrees in computer science from Stanford University. His honors include the 2007 ACM Grace Murray Hopper Award, and his paper "Accurate Unlexicalized Parsing" with [Christopher Manning](https://aiwiki.ai/wiki/christopher_manning) won the best paper award at ACL 2003.[12]

Roth has described the founding motivation in terms of reliability. "We spent years trying to apply AI to business applications and found it was essentially impossible to make these systems reliable," he said in the company's Series A announcement, adding, "The problem isn't resources or effort, it's architecture."[1]

### Founding and launch

SiliconANGLE reported that Scaled Cognition was founded in 2022.[8] The company has said that its $21 million seed round, led by Khosla Ventures, closed in 2023 and that Vinod Khosla joined its board.[5]

On February 12, 2025, the company launched publicly, introducing the Agentic Pretrained Transformer and its first system, APT-1, together with an Agent Builder development environment. Both were offered in research preview.[2] In a post on X the same day, the company said APT-1 had been developed by a US team "for a total cost of less than $11M" and was trained with "a fully synthetic, RL-based agentic data pipeline, no human-labeled data."[5] Roth wrote that the company then had 20 researchers, engineers and entrepreneurs, with experience at Microsoft, Google, the Allen Institute for AI, UC Berkeley, Carnegie Mellon, Stanford and MIT.[2]

Lerer Hippeau announced Scaled Cognition as a new portfolio company on February 12, 2025.[10] [Together AI](https://aiwiki.ai/wiki/together_ai) said that Scaled Cognition was training APT-1 on Together GPU Clusters.[13] In March 2025, [Sierra](https://aiwiki.ai/wiki/sierra_ai), which introduced τ-bench, noted on its blog that Scaled Cognition had used the benchmark to evaluate its agent foundation models.[14]

### Genesys partnership

On October 16, 2025, Genesys and Scaled Cognition announced a strategic partnership to combine Scaled Cognition's models with the Genesys Cloud platform so that organizations could build virtual agents that execute complex tasks and meet compliance requirements. Genesys also invested in Scaled Cognition, without disclosing the amount, "to support its growth and joint innovation."[6] Scaled Cognition said Genesys had selected its customer-experience "large action models" (LAMs) to power virtual agents on Genesys Cloud.[15]

On February 10, 2026, Genesys announced Genesys Cloud Agentic Virtual Agent, which it called the industry's first agentic virtual agent built with large action models, and said the platform "now uses the Scaled Cognition APT-1 LAM." Genesys said organizations including M&T Bank and Banco Pichincha were exploring the capability, and that general availability was expected in the first quarter of its fiscal year 2027 (February 1 to April 30, 2026).[16] In a September 2, 2026 announcement, Genesys said Agentic Virtual Agent had been generally available since March and was now offered with Scaled Cognition's APT-2 large action model. Genesys said APT-2 was designed to improve reasoning accuracy, factual grounding and execution reliability, and that it supports richer agent specifications, longer and more complex workflows, faster responses and better multilingual performance.[17]

### Series A

On June 25, 2026, Scaled Cognition announced a $100 million Series A round led by Khosla Ventures.[1] The Wall Street Journal, which reported the round as an exclusive, said Genesys also invested in the round, which valued the company at $750 million.[7] The company said the money would be used to expand its research team and accelerate enterprise deployments, and that it was already in production with Fortune 500 companies in financial services, healthcare, telecommunications and insurance. It also said companies using its models were on track to automate more than one billion customer-service interactions over the following twelve months.[1]

In a post published the same day, Roth wrote that "around 100 large enterprises including many in the Fortune 500" were building on the company's platform.[18] The company described customer experience as its first application and the business process outsourcing market, which it put at $600 billion, as its larger opportunity.[1] SiliconANGLE reported that the company planned to extend its platform beyond customer service to other uses such as finance.[8]

Vinod Khosla contrasted the company's approach with building on top of an existing model: "The way to quickly get into the market is to take a frontier model and put a layer on top. What Scaled Cognition did was develop a different approach, then combine it with the best of LLMs."[1]

### Scaled Cognition Voice

On October 20, 2026, the company released Scaled Cognition Voice, a [text-to-speech](https://aiwiki.ai/wiki/text_to_speech_ai) model that it said was built for enterprise customer-service calls. According to the company, the model starts speaking within 70 milliseconds of receiving text, supports more than 25 languages, and costs $1 per million characters when self-hosted or $9 per million characters when hosted by Scaled Cognition. The company said Voice can be paired with APT so that confirmation codes and account numbers are read out exactly as APT verified them.[19]

## Technology

### Agentic Pretrained Transformer

Scaled Cognition argues that existing AI models are "fundamentally built to predict tokens, not actions," and describes APT as an approach that "refocuses the entire agentic stack around decision making and action taking."[2] The APT-1 launch post described the following elements:[2]

| Element | Company description |
| --- | --- |
| Synthetic training data | A fully [synthetic data](https://aiwiki.ai/wiki/synthetic_data) pipeline that combines simulation and [reinforcement learning](https://aiwiki.ai/wiki/reinforcement_learning), producing conversations together with the actions that should be taken in them |
| Agent-to-agent self-play | A reinforcement learning approach in which the system learns from simulated conversations between agents before interacting with people |
| Action-level objectives | Training optimized around action-level objectives rather than token-level ones |
| Deterministic policy controls | Deterministic controls for business policies, combined with the general language understanding of modern LLMs |
| No per-customer fine-tuning | Pretraining on a wide range of scenarios, so that deployment requires no customer-specific fine-tuning |

Scaled Cognition and Genesys describe APT as a large action model. Scaled Cognition defines LAMs as neural models that extend the capabilities of [large language models](https://aiwiki.ai/wiki/large_language_model) (LLMs) "by modeling actions in addition to words as first-order objects."[15] Genesys chief technology officer Glenn Nethercutt told No Jitter that a LAM "doesn't just predict the next word; it determines the correct next step, calls the appropriate API, applies business rules, or escalates to a human when required."[20]

On its product pages, the company says APT validates parameters against a customer's system schemas before executing [function calls](https://aiwiki.ai/wiki/function_calling), lets developers set preconditions that must be satisfied before the model may predict an action, confirms that a backend action succeeded before telling a customer it is complete, and grounds answers in data retrieved from the customer's systems.[21] SiliconANGLE summarized the approach as retrieving existing records rather than generating new data, which the company says reduces the risk of [hallucinations](https://aiwiki.ai/wiki/hallucination).[8] APT is accessed through a stateless REST API and can run in Scaled Cognition's cloud, in a customer's virtual private cloud, or on premises. The company says its service is SOC 2 Type II certified and does not retain customer data.[21]

The company describes APT as smaller, faster, less expensive and more accurate than [frontier models](https://aiwiki.ai/wiki/frontier_models).[1] APT is a proprietary model family,[22] and the company's public materials describe its training approach in general terms without stating a parameter count.[2][21]

### Reliability claims and "Pass 100"

The company's marketing centers on the phrase "Super-Reliable Intelligence," which it contrasts with the AI industry's pursuit of superintelligence.[4] In a June 2026 essay, Klein grouped AI unreliability into failures of truth, controllability and alignment, defining hallucination as "outputting information that is not supported by the system's inputs." He wrote that when the company audited enterprises' existing AI agents, it "routinely found actual hallucination rates to be 5x what they had realized."[23]

Scaled Cognition contrasts "Pass 100" reliability, which Klein describes as giving the same correct answer across 100 identical scenarios, with evaluations that only check whether a model gets an answer right once.[4][21] τ-bench introduced a related metric, pass^k, to measure the reliability of agent behavior over multiple trials.[24]

### Benchmark results

At launch, Scaled Cognition published the following comparison. The figures were published by the company, which said the τ-bench numbers were averaged over 10 runs.[2]

| Benchmark | APT-1 | [Claude 3.5 Sonnet](https://aiwiki.ai/wiki/claude_3_5_sonnet) v2 | [GPT-4o](https://aiwiki.ai/wiki/gpt_4o) | [o1](https://aiwiki.ai/wiki/o1) | [Gemini 1.5 Pro](https://aiwiki.ai/wiki/gemini_1_5_pro) | [DeepSeek V3](https://aiwiki.ai/wiki/deepseek_v3) |
| --- | --- | --- | --- | --- | --- | --- |
| τ-bench retail | 71.4% | 69.5% | 62.5% | 30.0% | 54.9% | 58.3% |
| τ-bench airline | 50.4% | 48.6% | 44.2% | 46.4% | 29.2% | 22.8% |
| ComplexFuncBench | 64.5% | 61.0% | 60.5% | 39.6% | 22.6% | not reported |

τ-bench, introduced in 2024, simulates conversations between a language-model user and an agent that has domain-specific API tools and policy guidelines, and scores a conversation by comparing the final database state with an annotated goal state.[24] ComplexFuncBench, introduced in a January 2025 paper by Lucen Zhong and colleagues, tests multi-step and constrained function calling across five real-world scenarios, including tasks that require a 128k-token context.[25]

### Prompt trees

In December 2025 the company published a research post on "prompt trees," a method it described as [prefix caching](https://aiwiki.ai/wiki/prefix_caching) at training time. When many reinforcement learning rollouts share the same prompt prefix, standard training re-encodes that prefix for each rollout. The method instead represents shared prefixes as a tree, linearizes it, and encodes it in a single forward pass of a standard transformer, using a block attention mask and position embeddings based on each token's position in its tree path, while producing the same encodings and gradients as ordinary training. The company reported speedups of more than 70 times on realistic multi-turn conversational agent data, and noted that a faster pass over a dataset is not necessarily the same as faster convergence.[26]

The company markets the platform to banks and financial services firms, healthcare organizations, telecommunications carriers, travel and retail companies, and business process outsourcing providers.[29] Its platform lets agents be authored with no-code, low-code or SDK tools, then tested with simulated customers and scorecards that measure correctness and policy adherence across repeated runs.[27]

## Infrastructure

Together AI said in February 2025 that APT-1 was being trained on its GPU clusters.[13] According to a case study published by [Baseten](https://aiwiki.ai/wiki/baseten), Scaled Cognition serves its models with Baseten's inference stack in a hybrid setup that draws on its existing AWS capacity, with additional capacity on Baseten Cloud. Baseten said the deployment achieved time to first token under 120 milliseconds and 40% lower overall latency.[22]

## Reception

The Next Web described Khosla's phrase "a model that will not give you a wrong answer" as "a striking line in a field where models work, by design, on probability," and wrote that "Scaled Cognition must prove its reliability claim survives contact with messy, real customers." It also pointed to competition from contact-center platforms adding AI to their tools and from frontier labs building agents that take actions.[31]

On a page of its website written for AI assistants, Scaled Cognition calls itself "a vertical AI neolab" and contrasts itself with customer-experience AI startups, naming Sierra and [Decagon](https://aiwiki.ai/wiki/decagon) as examples. It says most such startups orchestrate third-party foundation models, while it built its own model.[11] Debarghya Das's "The Ultimate Neolab List" includes the company and answers its "Neolab?" column with "Mostly," explaining that Scaled Cognition is "Research-founded and trains its own models, but a vertical CX product with enterprise revenue."[32] For the term, see [neolab](https://aiwiki.ai/wiki/neolab).
