The Defense Advanced Research Projects Agency (DARPA) is a research and development arm of the United States Department of Defense responsible for funding the development of emerging technologies for use by the military. Established in 1958 as the Advanced Research Projects Agency (ARPA), the agency operates from headquarters in Arlington, Virginia, with an annual budget of roughly $4 billion. Although DARPA is small by federal standards, employing about 250 government personnel and managing roughly 300 active projects at any given time, it has had an outsized impact on the history of computing and artificial intelligence. The list of technologies that DARPA either created or substantially funded includes the ARPANET (the precursor to the Internet), the Global Positioning System, stealth aircraft, modern weather satellites, and a long sequence of foundational artificial intelligence systems running from speech recognition in the 1970s to autonomous fighter aircraft in the 2020s.
DARPA's role in artificial intelligence has been central since the field's earliest years. Through its Information Processing Techniques Office (IPTO), founded in 1962 under J.C.R. Licklider, the agency funded virtually every major American AI research center for decades, including MIT, Stanford, Carnegie Mellon University, and SRI International. Programs such as the Speech Understanding Research project, the Strategic Computing Initiative, the Cognitive Assistant that Learns and Organizes (CALO), the DARPA Grand Challenge for autonomous vehicles, the DARPA Robotics Challenge, and the AI Next campaign have shaped the trajectory of machine learning, robotics, natural language processing, and autonomous driving research worldwide.
The Advanced Research Projects Agency was established on February 7, 1958, by President Dwight D. Eisenhower, four months after the Soviet Union's launch of Sputnik 1 on October 4, 1957. The launch of Sputnik had triggered widespread anxiety in the United States about ceding technological leadership to a geopolitical rival, and the federal government responded with a coordinated push to invest in basic research. Newly appointed Secretary of Defense Neil McElroy spearheaded the creation of ARPA, with backing from Eisenhower, who wanted a single agency that could sort out and rationalize the competing missile and space programs that the Army, Navy, and Air Force had each been pursuing independently.
ARPA's initial annual funding was approximately $520 million, an enormous sum for a federal research agency at the time. Its first director, Roy Johnson, left a $160,000-a-year management job at General Electric to take an $18,000 government salary in service to the new mission. The agency's original mandate covered ballistic missile defense, nuclear test detection, and the United States response to the Soviet space program, and it was for a brief time the de facto American space agency. Most of those duties were transferred to the newly created National Aeronautics and Space Administration (NASA) and to the military services within ARPA's first year, leaving ARPA to concentrate on long-term, high-risk research that the conventional services were unwilling or unable to fund.
The agency's name has shifted several times. It was renamed the Defense Advanced Research Projects Agency (DARPA) in March 1972, reverted to ARPA in February 1993 under the Clinton administration, and was renamed DARPA once again in March 1996. The shifts reflected various attempts to clarify the organization's relationship with the military services and with civilian research agencies, but the underlying mission of funding revolutionary, high-risk research has remained essentially unchanged since 1958.
In 1962, ARPA established the Information Processing Techniques Office (IPTO), the office most directly responsible for the agency's contributions to artificial intelligence and computing. The first IPTO director was J.C.R. Licklider, a psychologist and computer scientist whose 1960 paper "Man-Computer Symbiosis" argued that humans and computers would eventually be coupled together in a partnership that would let machines handle routine tasks while leaving humans free to perform higher-level intellectual work. Licklider also articulated, in a series of 1962 memos at Bolt, Beranek and Newman (BBN), the concept of an "Intergalactic Computer Network," an early intuition that anticipated many features of what would become the Internet.
Licklider used his time at IPTO from October 1962 to July 1964 to direct funding to a small set of research groups at MIT, Stanford, Carnegie Mellon, and elsewhere. These institutions formed the core of what would later be referred to as the ARPA-funded AI community, and many of the field's foundational figures, including John McCarthy, Marvin Minsky, Allen Newell, and Herbert Simon, depended on ARPA support during this period. The IPTO model of identifying talented researchers and giving them long-term, relatively unrestricted funding became a template that other federal research programs would later emulate.
DARPA's mission, as stated in its enabling legislation and reaffirmed in subsequent strategic documents, is "to make pivotal investments in breakthrough technologies for national security." The agency operates under a flat organizational structure that is unusual within the federal government. There are no permanent research laboratories. Instead, the agency hires program managers on fixed-term assignments, typically three to five years, who design and oversee research programs but do not perform research themselves. The actual research is conducted by external performers: universities, federally funded research and development centers, defense contractors, technology companies, and small businesses.
DARPA's research portfolio is organized into six technical offices, each focused on a particular domain. The structure has evolved over the decades as research priorities have changed, but the current configuration is shown in the table below.

Most AI-relevant work is housed within the Information Innovation Office (I2O), which was formed in 2010 by combining the older Transformational Convergence Technology Office (TCTO) and the Information Processing Techniques Office (IPTO). Some AI-adjacent work, particularly in robotics and autonomous platforms, is run through the Tactical Technology Office, while neural-engineering and brain-machine interface programs run through the Biological Technologies Office.
DARPA's annual budget for fiscal year 2024 was approximately $4.12 billion, an amount that has grown gradually in real terms over the past decade as the agency's role in cybersecurity, AI, and biotechnology has expanded. The agency employs about 250 government personnel, including roughly 100 program managers who together oversee about 300 active research and development projects. The remainder of the workforce is composed of administrative, contracting, and support staff. Compared with the size of the project portfolio it manages, DARPA's overhead is famously thin, a structural feature that program managers cite as a key reason the agency can move faster than conventional research bureaucracies.
DARPA's headquarters has been located in Arlington, Virginia, just across the Potomac from Washington, D.C., for the entirety of its modern existence. The current headquarters building, on North Randolph Street near the Ballston neighborhood, houses all six technical offices as well as the Director's Office, the Adaptive Execution Office, the Aerospace Projects Office, the Strategic Resources Office, and the Mission Services Office.
Before turning to the agency's AI portfolio in detail, it is worth noting the broader technologies that DARPA either originated or substantially shaped. These include the ARPANET (1969), which directly evolved into the modern Internet; stealth aircraft technology, which produced the F-117 Nighthawk and the B-2 Spirit; the Global Positioning System, in which DARPA played a foundational role through the Transit and Timation programs; the M16 rifle's small-caliber, high-velocity design philosophy; and many of the underlying technologies for unmanned aerial vehicles, including the Predator drone. In semiconductors, DARPA's MOSIS program democratized access to chip fabrication for university researchers, which underwrote much of the academic computer architecture and circuit design community.
The single most consequential project in DARPA's history is arguably the ARPANET. Initiated in 1966 under IPTO program manager Lawrence Roberts, who had been recruited by Robert Taylor in late 1966, the ARPANET project aimed to allow remote computers to share resources by interconnecting them through a packet-switched network. The packet-switching concept itself had been independently developed by British computer scientist Donald Davies and by American engineer Paul Baran, and Roberts engaged Leonard Kleinrock at UCLA to develop the mathematical analysis that would underwrite the network's design.
DARPA awarded the contract to build the network's interface message processors (IMPs) to Bolt, Beranek and Newman in January 1969, and the first computer-to-computer connection on the new network was established between UCLA and SRI on October 29, 1969. From this modest beginning, the network grew to encompass dozens, then hundreds, of host computers across the United States, eventually adopting the TCP/IP protocol suite in 1983 and forming the technical core of what would become the modern Internet.
DARPA has been the largest single funder of artificial intelligence research in the United States for most of the field's history. The character of its AI investments has shifted across decades in response to scientific progress and to changing strategic priorities, and the agency's programs can be roughly grouped into four eras: the foundational era (1962 through the late 1970s), the expert systems and Strategic Computing era (1983 through the early 1990s), the autonomous systems and learning era (mid-1990s through the 2010s), and the modern AI era (from the AI Next campaign in 2018 through the present).

Following Licklider's 1962 arrival at IPTO, the office began funding the AI labs at MIT (under Marvin Minsky), Stanford (under John McCarthy), and Carnegie Mellon (under Allen Newell and Herbert Simon). The funding model used at IPTO was deliberately permissive, in keeping with Licklider's view that the most productive research would arise from giving talented people resources and time without micromanaging them. Many of the foundational results in early AI, including time-sharing operating systems, the LISP programming language, the SHAKEY mobile robot at SRI, and the General Problem Solver at CMU, were developed under IPTO funding during the 1960s.
The most ambitious foundational-era program was the Speech Understanding Research (SUR) project, which ran from 1971 to 1976 with funding from IPTO. SUR set targets that were extraordinarily aggressive for their time: a system that could understand connected speech, drawn from a thousand-word vocabulary, with a speaker-independent or lightly trained acoustic model, achieving an error rate below ten percent. The program followed a 1971 study by a committee chaired by Allen Newell, which recommended that speech recognition systems integrate multiple sources of knowledge, including acoustic, phonemic, lexical, syntactic, and semantic information.
SUR funded several competing systems. Carnegie Mellon's Hearsay-II, developed in the laboratory of Raj Reddy, introduced the blackboard architecture, in which independent expert modules contribute hypotheses to a shared workspace and arbitrate among themselves to converge on an interpretation. Bolt, Beranek and Newman developed the HWIM ("Hear What I Mean") system, which used dynamic programming for word matching. The SDC group at System Development Corporation produced a system focused on syntactic parsing. The HARPY system, also at CMU under Bruce Lowerre and Reddy, ultimately satisfied the program's specifications by integrating multiple knowledge sources into a single unified network and applying a beam search to find the best path through it. HARPY recognized 1,011 words with a 5 percent error rate on test sentences, which more than met the SUR program's stated goals. The beam search algorithm developed for HARPY went on to become a standard technique in speech recognition, machine translation, and other sequential AI tasks for decades afterward.
In 1983 DARPA launched the Strategic Computing Initiative (SCI), a ten-year, multi-billion-dollar program to advance hardware and AI capabilities far beyond what the field could then achieve. The SCI was directed by IPTO and funded across three application domains: an autonomous land vehicle for the Army, a pilot's associate for the Air Force, and a battle management system for the Navy. The pilot's associate was an expert system intended to advise fighter pilots in real time on threat assessment, navigation, and weapons employment. The autonomous land vehicle was the agency's first major investment in self-driving ground vehicles.
By 1985, the SCI had spent more than $100 million and was supporting 92 projects across 60 institutions, divided roughly evenly between industry and academia. The program funded both expert-systems work, then the dominant approach in symbolic AI, and the parallel revival of neural networks that took place in the mid-to-late 1980s. The book Strategic Computing: DARPA and the Quest for Machine Intelligence, 1983 to 1993 by Alex Roland and Philip Shiman remains the standard scholarly account of the program. Their conclusion was that the SCI fell well short of its grand goals for general machine intelligence, while still producing a number of valuable technical successes, particularly in autonomous land navigation, parallel computing hardware, and natural language processing.
When the AI funding climate cooled into what is sometimes called the "second AI winter" in the late 1980s and early 1990s, IPTO under acting director Jack Schwarz cut AI research funding sharply. Critics, then and now, argued that this cut was excessive and that it accelerated the closure of several promising research lines.
While much of the SCI is remembered for its disappointments, one program funded under the broader DARPA portfolio in the late 1980s and early 1990s became a landmark vindication of AI investment. The Dynamic Analysis and Replanning Tool (DART) was an AI-based logistics planning system developed by BBN and Ascent Technology, with rule-based and constraint-based reasoning techniques applied to the scheduling of personnel and materiel transport. A working prototype was delivered to the United States Transportation Command (USTRANSCOM) within eight weeks during the runup to Operation Desert Storm in 1990 and 1991.
DART proved transformative. By 1995, according to then-DARPA director Victor Reis, DART had "offset the monetary equivalent of all funds DARPA had channeled into AI research for the previous 30 years combined." The example is frequently cited in defense AI policy discussions as evidence that even imperfect AI systems can yield extraordinary value when applied to high-cost, high-volume planning tasks under realistic operational constraints.
In 2003 DARPA launched the Personalized Assistant that Learns (PAL) program, a five-year, approximately $150 million effort to build cognitive assistants capable of reasoning, learning from experience, accepting instructions in natural language, and responding to surprises. PAL had two main contracts: CALO (Cognitive Assistant that Learns and Organizes), led by SRI International, and RADAR, led by Carnegie Mellon University. The CALO program alone involved more than 300 researchers at 22 partner institutions, including Stanford, Yale, the University of Massachusetts, the University of Rochester, and the University of Michigan, and SRI's portion of the contract was approximately $22 million in initial funding, with the larger PAL effort sometimes cited at the $200 million level over its full duration including extensions.
CALO produced a long list of technical artifacts, including Active Information Sources, the SPARK procedural reasoning language, the IRIS desktop semantic environment, and many supporting machine-learning components. In 2007, three CALO researchers (Dag Kittlaus, Adam Cheyer, and Tom Gruber) spun off Siri, Inc., a startup intended to commercialize CALO's natural-language assistant technology. Siri raised $24 million across two financing rounds, launched its iOS app in February 2010, and was acquired by Apple two months later for a reported $200 million. Siri became a built-in feature of the iPhone 4S in October 2011 and is now widely regarded as the originator of the modern voice-assistant category, alongside Amazon's Alexa and Google Assistant. The CALO-to-Siri pipeline is one of the clearest examples in modern AI history of basic-research investment yielding a category-defining commercial product.
In 2004 DARPA launched a series of public competitions to accelerate progress on autonomous ground vehicles. The first DARPA Grand Challenge took place on March 13, 2004, with a 142-mile desert course from Barstow, California, to Primm, Nevada, and a $1 million prize. None of the 15 finalists completed the course; the farthest entry, a Carnegie Mellon vehicle named Sandstorm, traveled just over seven miles before becoming stuck on a switchback. Despite this lack of a winner, the event drew enormous attention from researchers and from the press, and the field of teams expanded substantially for the second event.
The second Grand Challenge, held on October 8, 2005, raised the prize to $2 million and reduced the course length to 132 miles in the same general area. Five vehicles completed the course, a dramatic improvement on the previous year, and the winner was Stanley, an autonomous Volkswagen Touareg fielded by the Stanford Racing Team. Stanley was led by Stanford computer scientist Sebastian Thrun, then director of the Stanford Artificial Intelligence Laboratory, in collaboration with the Volkswagen Electronics Research Laboratory in Palo Alto. Stanley's six-processor computing platform, supplied by Intel, ran a probabilistic vision and lidar pipeline that could classify driveable terrain in real time. The vehicle finished the course in 6 hours, 53 minutes, and 8 seconds at an average speed of 19.1 miles per hour, narrowly beating two CMU vehicles, H1ghlander and Sandstorm.
In 2007 DARPA staged a follow-on event, the DARPA Urban Challenge, held on November 3 at the former George Air Force Base in Victorville, California. The Urban Challenge required vehicles to navigate 60 miles of city streets in compliance with California traffic laws, including merging, intersection negotiation, parking, and passing. The winner was Boss, a Chevrolet Tahoe fielded by Tartan Racing, a joint Carnegie Mellon and General Motors team led by William "Red" Whittaker. Boss completed the course almost twenty minutes faster than the runner-up, Junior, a Volkswagen Passat fielded by Stanford under Sebastian Thrun. Six vehicles ultimately completed the course: entries from CMU, Stanford, Virginia Tech, MIT, Cornell, and Ben Franklin Racing.
The Grand Challenges and the Urban Challenge are widely credited as the catalyst for the modern self-driving car industry. Many of the principals from the DARPA challenge teams went on to lead industry programs in autonomous driving. Sebastian Thrun joined Google in 2007 to lead the Google Self-Driving Car project, which later became Waymo. Chris Urmson, who managed the CMU team in 2005 and 2007, also joined Google's project before founding Aurora Innovation in 2017. Bryan Salesky, another CMU veteran, founded Argo AI. The DARPA challenges established the technical playbook (lidar plus radar plus vision plus high-definition maps) that dominated the autonomous vehicle industry through the 2010s.
The Fukushima Daiichi nuclear accident in March 2011, in which a tsunami disabled the cooling systems at a Japanese power plant and led to a hydrogen explosion in a containment building, was a major impetus for DARPA's next robotics push. The agency observed that no robot in the world was capable of entering the damaged reactor building and operating the manual valves that could have prevented the worst of the meltdown, and concluded that a focused program could close that gap.
The DARPA Robotics Challenge (DRC), announced in 2012, was a multi-year competition to develop disaster-response humanoid robots capable of operating in human-engineered environments. The DRC ran in three phases. A virtual phase, the Virtual Robotics Challenge, held in June 2013, tested robot software in simulation. The DRC Trials, held December 20 to 21, 2013 at the Homestead-Miami Speedway in Florida, evaluated physical robots on eight individual tasks including driving a vehicle, opening a door, climbing a ladder, and using a power tool. The DRC Finals were held June 5 to 6, 2015 at the Fairplex in Pomona, California.
The DRC Finals required robots to perform a sequence of eight tasks under time pressure, including driving a utility vehicle to the disaster site, exiting the vehicle, opening a door, turning a valve, drilling a hole through a wall, navigating a surprise task, traversing rubble, and climbing stairs. Twenty-three teams from five countries competed for a $2 million grand prize. The winner was Team KAIST from South Korea, led by Professor Jun-Ho Oh of the Korea Advanced Institute of Science and Technology, with their DRC-HUBO robot. DRC-HUBO featured a unique transformer ability, switching between bipedal walking and a wheeled crouch posture that proved decisive on the smooth surfaces of the competition course.
A significant byproduct of the DRC was Atlas, a humanoid robot built by Boston Dynamics under DARPA funding, which was supplied to seven of the competing teams as a common hardware platform. Atlas became one of the most recognizable robotics platforms of the 2010s and was the subject of widely shared demonstration videos that influenced public perception of humanoid robotics for years.
The rise of deep learning in the 2010s produced systems that achieved state-of-the-art results on many benchmarks but were largely opaque to human inspection, which raised serious concerns about deployability in high-stakes domains. DARPA formulated the Explainable Artificial Intelligence (XAI) program in 2015, with research kicking off in 2017 under program manager David Gunning. The four-year XAI program ran through 2021 and was structured around two research thrusts: developing explainable machine learning techniques, and developing psychological models of explanation that could guide the design of human-comprehensible interfaces.
XAI funded eleven research teams under Technical Area 1 (Explainable Learners) and one team under Technical Area 2 (Psychological Models of Explanation). The program produced contributions across saliency-map methods, intrinsic-interpretability architectures, deep neural decision forests, attention mechanisms designed for transparency, and counterfactual reasoning. A program-wide repository, the Explainable AI Toolkit (XAITK), was published as an open-source resource that collects the code, papers, and data sets developed during the program. XAI is widely credited with mainstreaming the field of explainable machine learning and with shaping subsequent regulatory and standards efforts in AI safety and trustworthy AI.
In September 2018 DARPA announced the AI Next campaign, a multi-year investment of more than $2 billion across new and existing programs intended to advance "third wave" AI. The framework of three waves was articulated by John Launchbury, then director of the Information Innovation Office, in a widely circulated 2017 talk. In Launchbury's framing, the first wave of AI consisted of handcrafted-knowledge systems such as expert systems, the second wave consisted of statistical learning systems including modern deep learning, and the third wave would consist of contextual adaptation systems that combine learning with explanatory models, common-sense reasoning, and the ability to characterize and explain their own behavior.
The AI Next campaign included AI Exploration (AIE), a streamlined funding mechanism designed to start new AI research projects on a 90-day timeline, and roughly twenty new and continuing programs covering machine common sense, explainable AI, lifelong learning, neuro-symbolic AI, robust autonomy, AI for cybersecurity, and applications in fields ranging from biology to communications.
The Lifelong Learning Machines (L2M) program, first announced in 2017 and incorporated into the AI Next campaign, addresses one of the deepest limitations of conventional machine learning systems: their inability to continue learning after deployment. Conventional supervised learning systems are fixed at training time and require a complete offline retraining cycle to incorporate new data, often suffering from catastrophic forgetting in which new training overwrites old knowledge. L2M sought to develop architectures that can learn continuously, adapt to new situations, and avoid forgetting prior skills, in part by drawing on biological mechanisms for plasticity and consolidation. The program engaged about 30 performer groups across two technical areas, one focused on integrated systems and the other focused on biological learning mechanisms.
The Machine Common Sense (MCS) program, with a Broad Agency Announcement issued in late 2018, attacks what many AI researchers consider the most important remaining barrier between narrow and general AI: the absence of broad common sense reasoning. MCS pursues two strategies in parallel. The first is a child-development-inspired approach that aims to construct computational models of intuitive physics (objects), intuitive psychology (agents), and intuitive geography (places), benchmarked against tasks designed by developmental psychologists. The second is a knowledge-repository approach that builds a large structured corpus of common-sense facts and relations harvested from text, evaluated against the Allen Institute for Artificial Intelligence's common-sense benchmark suites.
The Air Combat Evolution (ACE) program, begun in 2019 under the Strategic Technology Office, aims to develop trustworthy, scalable, human-level AI for air combat, using human-machine collaborative dogfighting as the challenge problem. ACE moved through a series of phased competitions, the most visible of which was the AlphaDogfight Trials, a virtual competition held in August 2020 in which AI agents from competing industry partners flew simulated F-16s against one another. The winning agent, developed by Heron Systems, defeated an experienced human F-16 pilot in a five-zero match in the simulator.
ACE then transitioned from simulation to live flight in late 2022. AI software was uploaded to the X-62A VISTA aircraft, a heavily modified two-seat F-16 operated by the Air Force Test Pilot School at Edwards Air Force Base, with safety pilots aboard. In September 2023 the X-62A under AI control engaged a manned F-16 in within-visual-range maneuvering, becoming the first AI-controlled fighter aircraft in history to dogfight against a manned aircraft in a real-world environment. Twenty-one test flights were completed between December 2022 and September 2023. Initial flight safety was built up first using defensive maneuvers, and later test flights moved to offensive nose-to-nose engagements at distances as close as 2,000 feet and combined closure speeds approaching 1,200 miles per hour.
The Artificial Intelligence Cyber Challenge (AIxCC), launched in 2023, is a two-year competition designed to spur the development of AI systems that can find and patch software vulnerabilities at scale. Total prize money for the competition was $29.5 million, with $7 million reserved for small business performers. The semifinal competition was held at DEF CON in August 2024, and the final was held at DEF CON in August 2025.
At the AIxCC final, Team Atlanta won the $4 million top prize, with Trail of Bits ($3 million) and Theori ($1.5 million) finishing second and third. The winning systems demonstrated the ability of AI agents to autonomously identify, validate, and patch real vulnerabilities in widely deployed open-source software, and DARPA has since begun work to transition the underlying capabilities to operational use. The Assured Neuro Symbolic Learning and Reasoning (ANSR) program, which moved into its main implementation phase in 2023, attacks the assurance problem in deep learning by combining the pattern-recognition strengths of neural networks with the verifiable guarantees of symbolic reasoning. ANSR proposes hybrid AI algorithms in which contextual and background knowledge is represented symbolically, while perception and feature extraction are handled by neural components, with the goal of producing systems that generalize robustly to new situations and that can provide evidence for assurance and trust. The program is structured across three phases, beginning in gaming environments and culminating in a live exercise in which an autonomous platform must perform an intelligence, surveillance, and reconnaissance mission while maintaining safety constraints.

DARPA's influence on the artificial intelligence field is difficult to overstate. Almost every major American AI laboratory was either founded with DARPA support or relied on it for many years of its existence: the MIT AI Lab and the Stanford AI Lab in the 1960s, the CMU School of Computer Science and SRI's AI Center continuously since the 1960s, the SRI International artificial intelligence research from CALO through Siri, and many smaller centers that have produced foundational results. The DARPA Grand Challenges seeded the modern self-driving car industry directly, as the team principals and engineers who competed went on to found or lead Waymo, Aurora, Argo AI, Zoox, Cruise, and several other major companies. The DARPA Robotics Challenge contributed to the rise of Boston Dynamics as the dominant Western humanoid robotics company.
In academia, DARPA has historically been the largest single funder of AI research in the United States, with grants supporting graduate students, postdocs, and faculty across dozens of universities. The agency's program-manager model, in which a single individual identifies a problem, designs a research portfolio, and selects performers under streamlined contracting authority, has been studied by scholars of innovation policy and emulated by other agencies. The Department of Energy's Advanced Research Projects Agency-Energy (ARPA-E), founded in 2009, the Department of Health and Human Services' Advanced Research Projects Agency for Health (ARPA-H), founded in 2022, and the Intelligence Advanced Research Projects Activity (IARPA), founded in 2006, are all consciously modeled on DARPA.
In policy, DARPA's investments in AI safety, explainable AI, and assured autonomy have shaped the technical agenda of subsequent regulatory frameworks. The agency's program managers have testified frequently before Congress on the state of AI research, and DARPA reports are regularly cited in National Science Foundation strategic documents, in National Academies studies, and in deliberations of bodies such as the National Security Commission on Artificial Intelligence (NSCAI), which produced its final report in 2021.

DARPA has not been without controversy. The agency's funding of dual-use technologies has periodically raised concerns about the militarization of basic research, and academic computer science departments at various points in the agency's history have debated whether to accept its grants. The Strategic Computing Initiative was widely criticized in retrospect as overpromising on machine intelligence and contributing to unrealistic expectations during the AI boom of the 1980s. The agency's Total Information Awareness program in the early 2000s, an effort to build a centralized data-analysis system for counterterrorism, was canceled by Congress in 2003 after significant public concern about civil liberties.
